The majority of squadrons still have plenty of aircraft after normal combat losses. Also, not going to assume anything malicious with the Bullseye being moved. I've done it myself when attacking the region of the Bullseye in order to make it less confusing when requesting information from AWACS. I'm sure if it was moved to an area that made it difficult for the entire theater to get easy to use data from AWACS, that it could be viewed as an unwanted/unhelpful, though - but of course, you can always just move it back anytime, so no harm, no foul (in a way).
