what are the number for rienforcements indicating ?

i m referring to the number that is on every map's load out where we can see the assets of each side and a large number ( i guess those are the reinforcements) , what does the number exactly mean ???. also at the end of every game how is the end result score of the sides calculated ?? ps : i did not read the manual entirely (only combat related parts )
