New ingame commands

Just a notification for those who haven't bothered to look through the latest PR changelog.

 

!givelead [playername] - Just like it says, gives sql over to another member of the squad. Only works for squad leaders

!rp / !reportplayer [playername] [reason] - replaces the !r command. Used to directly report a player with a reason

!report / !r [message] - sends a message to all ingame admins. Doesn't search for a playername like !rp does.

 

And the best part - commands are now case insensitive.
