Cant see any presistent campaign going on in the server atm

Arent the server should be running a campaign and users join in to that campaing ? Since on server page there is clearly stated that players shouldnt create their own campaigns on server. http://www.veterans-gaming.com/page.php?224 Thanks for any help.
