My Video card Over heating -?

CPU cooler: COOLER MASTER Hyper N 520
Motherboard: MSI z68-GD65 (Gen3)
Case: AZZA Hurrican 2000
Power: CORSAIR Professional Series HX850 850W 80 PLUS SILVER Certified Modular
GPU: XFX GTS 250 512MB

AT IDLE CARD IS @ 57*C FAN SPEED IS @ 82%
58*c idle fan at 70%
PLAYING ARMA 2 CARD IS @ 82*C FAN SPEED @ 100%

it use to be MUCH cooler then this

i even bought two 120mm 87.5 CFM fans blowing on it

Missing a bit of data - what is the current ambient room temperature? Have you checked for dust bunnies yet? When your card "used" to run cooler, was it a cooler day with lower ambient room temperatures?

doesn't matter what the out side/room temp is its always 80*c in the case ....

after a restart its back down to under 50*c Idle but the fan is still running faster then it should70% ; use to run at 55-60% ...

just saying that it's that time of year for heat watch, and an 80(F) degree room means the case is bringing in warm air with which to cool your case. Cards overheating as you have described can be attributed to rises in ambient temperatures from seasonal changes, as well as the build up of dust on the card itself. Even a very fine layer of dust is still a jacket of insulation that will lead to heat buildup.

Unless you have changed any settings on the card, or your in game settings, I can't see how the culprit would be anything but standard heat issues. [edit note: if you feel it's a driver/controller issue, you can eliminate that by uninstalling the card and drivers, and re-installing them.]

If you really want to get into self-servicing your own graphics card, you can take off it's heat sync, clean off the thermal grease or paste, and re-apply some arctic silver for a new thermal contact.
